Capacity Building of DSSSs and other NGOs in North East Region

Introduction:

North East Diocesan Social Forum (NEDSF) is a Church based NGO, playing the role of Facilitator. It facilitates in building capacity of the staff of partners and other NGOs of North East Region through trainings, workshops, exposures, seminars, guidance and coordination. It extends its arms to various agencies for financial support in order to provide support to its partner organizations.

NEDSF has three years Capacity Building Project for 15 dioceses and other NGOs, which is supported by Misereor, Germany and Cordaid, Netherlands.

Objectives of the Project:

To build the capacity of the dioceses for smooth implementation of their projects by giving centralized and customized inputs as per the need of the DSSSs.
To strengthen the Human Resource system and Planning, Monitoring, Evaluation system at the partners level by developing the policy at each diocese
To facilitate in developing the networks and linkages for the partners for mobilizing resources and schemes

THE INTERVENTION STRATEGY:

b.

Support system for new and weak diocesan organization: The social Forum provides sustained support going beyond trainings.  This support will mean working together with the diocesan staff, first to perform a task and demonstrate them to have the staff do in the facilitators’ presence and finally beginning to do it independently.

Information, collection and dissemination: This is a strategy which is planned to strengthen the RBA initiative among the dioceses.

1.    Facilitating Inter-learning among members: The team members of Social Forum periodically visits the Dioceses and identify success stories and role models, document them and circulate to all the member institutions so that those can be replicated by others.

1.  Collective reflection: Besides the capacity building support provided by the forum to the diocesan member organizations, the social forum plays a role in the reflection on the capacity building process.

1.    Facilitating networking and linkage with outside agencies: The Forum  appoints a professional who will network and linkage with different Government department, NGOs and other institutions.

Capacity Building and the Role of Coordinators:

The capacity building training program is coordinated by four experienced staff and also by external resource organizations as per the need. They give  trainings to partners for building their capacity to coordinate the programs effectively. They also provide handholding support to the new and weak dioceses.

These coordinators identify the resource agencies and resource persons, discussing and finalizing the modules and the terms of references with them, providing them with background information of the region, the dioceses and the participants.

The coordinators also oversees the smooth conduct of the training programs, looking into the learning and logistical needs of the trainees and meeting them appropriately.

The coordinators, depending upon the training design, topic and their capacity, are conducting certain training/sessions.
Finally the coordinators  prepare the reports for all the programs and disseminate them to the dioceses and donor.

Follow up of capacity building training:

The capacity building inputs are supported by the follow up visits to the DSSS.  As part of the strategy for the newer DSSS, more frequent follow up, facilitation and hand holding support is provided.

 

The coordinators visit the DSSS at least 4 – 6 times in a year to follow up the capacity building inputs application. The focus of the follow is to ensure application of learning of the CB inputs, institutionalizing the learning’s within the DSSS teams, as well as streamlining the learning’s within the systems of the DSSS. At the end of the follow up visit, de-briefing with Directors of DSSS of the follow up visits is done. A brief report is prepared and submitted to each DSSS detailing what is there to be appreciated & what needs to be improved.
